Daniel Farina named next president, CEO of CDPQ Infra

Jean-Marc Arbaud to step down at end of 2025, Farina to take role Jan. 1

Daniel Farina is to become the next president and CEO of CDPQ Infra Inc., taking over the top roles from Jean-Marc Arbaud as of Jan. 1, 2026.

Farina has been the general manager of CDPQ Infra since 2023, and has worked for the Quebec-based public infrastructure developer since 2019. As general manager, he attracted “leading international industry players” to the province, CDPQ Infra said in the announcement.

He brings over 25 years of experience in managing and structuring major infrastructure projects worldwide. Farina’s background includes handling large-scale transactions in the health care, energy and transportation sectors.

Prior to joining CDPQ Infra, a subsidiary of pension fund manager La Caisse, he held director positions at OHLA Group, a Spanish construction company.

"Since joining the organization, Daniel has proven outstanding leadership, remarkable experience and expertise in managing major projects, and a strong understanding of infrastructure both in Québec and internationally,” Emanuel Jaclot, chair of CDPQ Infra’s board, said in the announcement. 

He will be leading CDPQ Infra as it develops the TramCité tramway in Quebec City and Alto’s high-speed rail network linking Quebec City and Toronto, Jaclot added. 

Farina will be appointed a member of CDPQ Infra’s board.

Arbaud to retire

Arbaud will step down from his positions on Dec. 31 and join CDPQ Infra’s board of directors as a non-executive director.

Before joining CDPQ Infra upon its formation in July 2015, he was president of consultancy Infra-Diagnox (which he founded), served as president and CEO of InTransitBC, and held senior roles at engineering firm SNC-Lavalin, now AtkinsRealis.

Arbaud started as a deputy managing director, then became managing director of CDPQ Infra. He served as president and CEO since 2021, managing the early work on TramCité and Alto’s high-speed rail network.

One of his major accomplishments was overseeing the design, planning and execution of the Réseau express métropolitain (REM), a light rail mass transit system in Greater Montreal.

Without Arbaud, REM would not exist, said Charles Emond, president and CEO of La Caisse.

“I extend my heartfelt thanks to Jean-Marc for his remarkable legacy at La Caisse and for agreeing to remain with us until the end of the year and beyond as a member of our subsidiary's board of directors,” Emond added.
