Michelle Taggart has become the third generation to take on leadership roles within Ottawa’s Taggart Group of Companies, assuming the presidency of Tamarack Homes and Taggart Investments.
She is also the president of Tartan Homes, which Taggart acquired in 2021.
Her uncle Chris Taggart, who had led Tamarack for over 30 years, as well as Tartan since its acquisition, is retiring into an advisory role with the companies.
“I have a lot to be grateful for,” Michelle Taggart wrote in a LinkedIn post. “I've learned from a collection of mentors over the last 20+ years, each one teaching me unique skills and values that helped prepare me for this role.
“I have a strong network of friends, many of whom are leading businesses themselves, that I can turn to for support and advice. I have a big extended family that leans on each other to solve problems collaboratively, and a home filled with love and fun.”
Michelle Taggart will work side-by-side with co-president Steve Parkes at the firms.
She had been the director of planning and investment at Tamarack Homes for the past five years, after spending a decade in the same role at Taggart Investments. Prior to joining the company, she spent several years as a planner at Urban Strategies Inc. and the Canadian Urban Institute.
She holds a masters in urban and regional planning from Queen’s University and a bachelor of commerce from Dalhousie University.
Rosen gets expanded role at Colliers
Colliers (CIGI-T) has announced an expanded role for Brian Rosen, who will add the title of president, U.S. northeast region brokerage to his current position as president and chief executive officer, Canada. Rosen’s new responsibilities will take effect Jan. 1.
Rosen is a dual U.S. and Canadian citizen born in New Jersey. He has lived, worked and studied in the U.S., earning a bachelor of arts from Princeton University and an MBA from Harvard Business School.
Since joining Colliers in 2019 – first as COO and now as CEO of Colliers Canada – Rosen has “consistently demonstrated the ability to translate strategy into action and deliver measurable impact,” the announcement states.
Rosen became the Canadian CEO in March 2020, succeeding David Bowden.
Rosen has earned extensive experience as a general manager, corporate strategist, sales leader and marketer. Prior to Colliers, he was at Iron Mountain for over a decade, serving most recently as senior vice-president and general manager, Canada. Prior to Iron Mountain he was a corporate strategist at Avon Products and management consultant at Marakon Associates.

Neil takes CEO job at REALTOR.ca
REALTOR.ca Canada Inc. has named Scott Neil as its chief executive officer, effective Jan. 5. Neil brings more than 20 years of experience leading digital marketplaces and media platforms across North America and Europe into his new role.
Most recently, he served as CEO of Kijiji Canada, where he led a comprehensive restructuring of the business, modernized its operating model, and positioned the company for future value creation. Under his leadership, Kijiji scaled its automotive and real estate verticals, and launched AI-powered tools.
Neil has previously held senior leadership roles at eBay, Adevinta, AutoTrader, Microsoft and Mercedes-Benz. His experience spans business-to-consumer and business-to-business, strategic partnerships, and full profit and loss ownership of businesses exceeding $200 million in revenue.
Neil, who’ll be based in Ottawa, will be tasked with accelerating growth, enhancing user experience, and deepening engagement with members and consumers.
Neil will replace interim CEO Janice Myers, who returns to her role as CEO of the Canadian Real Estate Association.
De Paolis named chief revenue officer at FCT
Title insurance and real estate technology provider FCT named Marco De Paolis as chief revenue officer to lead its national sales, marketing and customer experience functions.
With more than 20 years of experience in sales, marketing and leadership, De Paolis brings a wealth of expertise and a data-driven approach.
De Paolis holds an MBA from the MIT Sloan School of Management, BA in political science and economics from York University, and a Big Data Certification from Queen’s University’s Smith School of Business.
Burgess new vice-president, development at Fiera
Chantelle Burgess has joined Fiera Real Estate as vice-president, development, in Toronto.
With over 15 years of experience in large-scale development and infrastructure projects across Canada, Burgess brings expertise in strategic planning, asset management and financial modelling to Fiera.
She has developed that experience working in increasingly senior roles across several companies and organizations during the past 15 years, starting as a design technologist and then a project manager at The Regional Municipality of York and then moving on to Create TO, Mattamy Homes and BentallGreenOak. Most recently, she served as director of development, Eastern Canada, at BentallGreenOak for the past three years.
TCU promotes Parraga
Jonathan Parraga has been promoted to vice-president, development and construction, at TCU Developments in Ottawa. In his new role, Parraga will continue to lead the design-to-construction process, guiding the company’s in-house teams and partners to deliver its development projects.
A professional engineer, Parraga has been at TCU for almost five years, starting with the firm as its director of development and construction. He has 25 years of experience in the construction and engineering industry.
He was previously the president of J&J Engineering and Management in Ottawa for seven years, and has also spent time in various roles at Tomlinson Group, J.L. Richards and Associates, Novatech Engineering and Stantec among others.
